Is there such a thing as a "smart supply chain"?

Supply Chain Management (SCM) is one subject that has given rise to so many buzz phrases. One of these is called the "Smart Supply Chain". First, what does the word "smart" refer to here? Does have complete visibility into a supply chain makes it "smart"? Does have the ability to see events that happen throughout the chain make it "smart"?
